The Zhejiang University MPA Program has established a collaborative governance framework that separates administrative leadership and professional guidance and that combines internal management with external supervision. An organizational chart is attached to Standard 2 for an overview of the departmental hierarchy. The MPA Education Center is the main executive body with the participation of multiple entities, including the Ministry of Education, the University, the School, external experts, and so on.

  

The Zhejiang University MPA Program has established a collaborative governance framework that separates administrative leadership and professional guidance and that combines internal management with external supervision. An organizational chart is attached to Standard 2 for an overview of the departmental hierarchy. The MPA Education Center is the main executive body with the participation of multiple entities, including the Ministry of Education, the University, the School, external experts, and so on.


(1) The MPA Education Center is a specialized body that undertakes the specific management and service work of the MPA Program. It has an office that currently has five full-time staff members and is responsible for student recruitment, student status management, teaching management, student services, and the financial back office.


(2) In terms of administrative relations, the MPA Education Center is subordinate to the Ministry of Education, Zhejiang University, and the School of Public Affairs.


(3) In terms of professional relations, the MPA Education Center is subject to the professional guidance of the National MPA Education Steering Committee, the Zhejiang University Professional Degree Steering Committee, and the Zhejiang University MPA Education Steering Committee. The National MPA Education Steering Committee coordinates the development of MPA programs nationwide. Its main duties include national program development planning, providing recommendations and consultations, setting questions for entrance examinations, unifying teacher training, formulation of guiding training programs and syllabi, selection and evaluation of teaching materials, etc. The Zhejiang University Professional Degree Steering Committee coordinates the training work of graduate students for all types of professional degrees. The MPA Education Steering Committee coordinates and guides the training work of MPA graduate students. The committee consists of the deans of schools, heads of relevant departments, and a number of fulltime professors. Currently, the committee has 14 members and is headed by the Dean of the School of Public Affairs (currently Professor Yu Jianxing).


(4) The MPA Education Advisory Committee is a third-party external supervisory body that is mainly responsible for evaluating the effectiveness of the MPA Program and proposing suggestions for its optimization. The committee members are composed of well-known academics of public management in China, government officials, and famous alumni. 


To summarize the above, the governing bodies of the MPA Program ensure the fulfillment of the program mission and match the program teaching model through effective collaboration and division of labor: The Ministry of Education mainly provides a regulatory policy framework for MPA (graduate) education. The National MPA Education Steering Committee is responsible for formulating the professional framework and standards of MPA education. The Zhejiang University MPA Education Steering Committee is the most direct and important decision-making body for the overall program and proposes various initiatives for continuous program optimization within the aforementioned framework. The Zhejiang University MPA Education Center is responsible for implementing the administrative and professional requirements formulated by the aforementioned bodies and for ensuring the smooth implementation of the program.
